Is it better to leave the C290 webcam at 1920x1080 then let obs downscale the stream(which in turn would downscale the webcam) to twitch or to preset the resolution of the webcam to 720 and then stream it to twitch? Trying to figure out which would render the best quality for the cam.
 
I'm no pro, but i would set the camera to a resolution that has the the same frame rate as your scene/stream. Then scale the image in the scene.
 
For ANY camera:

  1. Some cameras has lower noise at low resolution
  2. It consumes less CPU power at low resolution (if it scaled down by build-in DSP)
  3. Some cameras has perfect scale down algorithm by itself
