Webcam pixelated but rest of stream fine

Hello! I am new here so hopefully I am posting this in the right place

I have had this webcam pixelation problem for a long time now, and its always confused me because the gameplay in the background looks crisp, but the webcam looks awful especially when theres movement in the gameplay. the fixes I've tried are lowering bitrate, changing streaming resolutions, using a different usb port, adding the webcam to its own scene then adding that scene to my gameplay scene, changing webcam resolutions, and changing the FPS from 60 to 30. I have two webcams, and both have the same problem. One is a Nexigo Webcam, and the other is the Razer Kiyo. My upload speed usually sits at around 40 Mbps and my download at 600 Mbps

My PC specs are the following
4070 Super
Core I7 10700k
32gb of ram

Try setting your webcam to a fixed resolution (like 720p), use the "Lanczos" scaling filter, and make sure it’s not being resized too small in OBS (that can hurt quality).

So I tried to do what you said and sadly it still gives me a pixelated webcam. Any other ideas?
