Question / Help Webcam Low FPS

I understand most cases for this have been fixed, however I have not found a fix for my particular situation. I have attempted all of the prescribed fixed and seen no success with fixing my low FPS. My current issue is that I am experiencing extremely low frames (3 ish frames a second) on my webcam while playing a Game on that same computer, however that game is being recorded flawlessly. My CPU almost never reaches 100% usage so i don't believe it is an issue with lack of CPU power (yes i have tried overclocking it more).

What I have done to try and fix this problem:
Reformat and install clean OS
downgraded back to Windows 7 (Currently using Windows 10 anniversary edition)
Run webcam with and without Logitech drivers
switched to all different video output formats
run less CPU heavy games
Lowered Image Quality (including adjusting frames)
switch USB ports trying 2.0 and 3.0



I have tested multiple Logitech Webcams and they are all seeming to have the same effect. (I'm attempting to use a Logitech C920).

For my log file below I took out some of the middle because It will not fit but it was just information concerning my on-screen chat.

Log shows that your encode is running pretty good:

21:08:54: Total frames encoded: 474278, total frames duplicated: 2145 (0.45%)

So the problem is that your game is running slow? Or the webcam video itself is choppy? I don't understand what exactly is low FPS.

In any event, try running your webcam at 540p instead of 720p.

It is only my webcam that freezes, and I only have issues while actually playing a game on my PC, when I'm in the menu it is fine, just when moving in game (h1z1).

I have tried lowering resolution and I have the same effect

Ok, try different USB ports for your webcam. My only theory is that the USB bandwidth is being used up.
