Im having the same error as well. any advice?

Your settings are too high for your system. You will have to lower the resolution by using the downscale option of OBS and also reduce the framerate to 30 or even lower.
An i3 is not really meant for streaming, its actually not meant for doing anything except maybe browsing, office and watching a video :)
