Question / Help Warning: High Encoding with QuickSync after the update.

Hello everyone.

After the most recent update, 0.637b, I've been getting fps drops while streaming. I stream using QuickSync at Best Quality (1) with 3000 CBR. I tend to downscale from 1080p to 720p, 60FPS with 36x sampling (Lanczos). Before the update, I was able to stream CSGO at 60fps without any issues or get the error while having chrome, skype, teamspeak, teeboard, LoL and OBS (with preview) open on my second monitor. Now, even though it does not affect my in-game performance at all, the stream would randomly drop to 49-51 fps every 10 seconds to sometimes 5 minutes. My QuickSync "fake/virtual" monitor is at 1024x768 if that matters (so is my CSGO). I have the amount of dedicated memory set in the BIOS to "Auto". I haven't changed any settings since the update, and under Video, my Video Adapter is set to my GTX780.

EDIT: I tried streaming CSGO with chrome closed and OBS minimised (hopefully negating the preview) and it was able to stream at a smooth 60 with no stutters in the recorded video (and according to my viewers). I've also tried streaming 1080p instead of downscaling and the results were the same. I also record the stream to my harddrive, if that matters.

The first log (10-5) was with the stuttering/high encode issue. The second log (10-6) was without the warning.
