little round up
since your current build yells budget build i assume you are also running a bad psu thats why i included one every time.
ddr4 yes/no? why not if you are upgrading anyway at some point its going to be mainstream within the next years and prices arent extremly bad.
build 1 has crazy encoding power for streaming and runs games without a problem (many people on this forum are using this cpu)
build 2 is the so called gamer high end desktop station runnin the latest i7 with ddr4 will have no problem with 720p60/1080p30 while having enough horsepower for ingame performance.
build 3 is just build 2 as a ddr3 version (i would recommend buying new sticks since yours are quite bad)
generally speaking i would suggest upgrading your gpu in near future. (

if you wonder why im not including an amd build... parts been the same the last 5 years, no they are not that good that amd wouldnt care they are just not able to release actually new stuff, pretty much the reason why i stopped suggestion amd for now (if you buy new hardware you want new hardware)
