Was streaming titanfall, and kept getting this error in addition to a FPS Drop...

Try the 64bit version. I've noticed performance drop with the 32bit as well.
Also you have a huge amount of GetQPCTimeMS 'error' messages which is an indication the Windows timers are totally out of sync. Usually that's not a problem, but I've never in my life seen that many of them in a single log.

You should lower the resolution of your webcam. You're not streaming at 1080p, and I imagine the webcam isn't taking up the full screen, so there's no sense it running it at full resolution. That could be causing problems, since you're buffering it for 1400ms. I recommend lowering it to a resolution that matches its actual size on the screen.
