Question / Help W10 update = framelock 60fps

Yesterday I could stream properly on twitch.tv: stable 60 fps but playing with 250+ fps in CSGO
After the last W10 update, when I stream it locks the framerate to 60 fps and when I stop it goes back to normal fps again.
I always stream in fullscreen mode because if I do it in windowed borderless mode I can't change the brightness ingame.
And I don't want to be changing the monitor brightness every time I stream or play.
Any help?

Restoring W10 to an older version seems like fixed it. Keep an eye on this.

Wait, the FPS in game locks to 60?
Also what PC specs do you have..?

Turn Game Mode off in Windows settings if you haven't.
