Hmm OBS cannot change the volume of windows or other applications, but you can check if you have this option set wrong:
As shown in the picture I would recommend to set it to do nothing. OBS will use the microphone if you have it selected and that might trigger "communication activity" in Windows and then windows will lower the sound.
