This usually happens when source was saved in OBS but VLC Player is no longer accessible (wrong x64/x86 install or path etc.).
Also, you'll be unable to add the new VLC Video Source (it should gone from the list of Add sources).
Usually the log-file of OBS has info about the plugins loading - you can look for this info by yourself.
For clarification. Message in the log: "Couldn't create libvlc instance".
Your VLC install is not compatible with the OBS. What version of the VLC Player you have installed?
The application couldn't find the plugins directory of the VLC Player itself (lies in the same folder as libvlc.dll and libvlccore.dll files). At least, try to reinstall the VLC Player (v3.0.6 should work OK).
VLC recently had some updates. Would recommend downloading the newest installer, removing the old version, reboot the computer, and reinstall VLC, then launch OBS again.
I always recommend a reboot between uninstalling and reinstalling, its not always necessary for the programs themselves - just good practice to work on a fresh reboot after removing programs.
