Have a look at the output of the OBS Log Analyzer below:

It may be that your system needs tuning to do what you are trying to do or that the system isn't powerful enough. The log does not contain enough information to point to a specific cause. Follow the instructions to produce another log when you are streaming or recording and repost.

1. Game Capture Source is a source that directly captures the DirectX or OpenGL game you are playing. Game Capture is the most efficient way you can add your games to OBS Studio and should always be tried first.
2. VLC is a free and open source cross-platform multimedia player and framework that plays most multimedia files as well as DVDs, Audio CDs, VCDs, and various streaming protocols.
3. In Windows, we recommend that "Game Mode" be enabled for maximum gaming performance. Game Mode can be enabled via the Windows "Settings" app, under Gaming > Game Mode.
4. Browser hardware acceleration is currently disabled. Enabling acceleration is highly recommended due to the improvements to performance and significantly lower CPU usage for browser sources. This can be enabled in Settings -> Advanced.
5. If you are trying to capture content that is being played back with VLC, then use the VLC Video Source. If you are trying to capture the VLC window, then use Window Capture.
