Not currently, but is a planned feature. When, however, is unknown.

I keep checking back for this option. I think it would attract many people, especially the many using google hangouts. Is there a recommended place to go for developers that work with OBS and will prioritize the development of this for a fee?

The problem is that we only have a very small amount of developers but a lot of people that want feature X added for doing Y or giving us Z. While we appreciate any support, it would be much better if we simply had more developers.
Currently, more fundamental things have to be written for the OBS-redux before a VirtualCamera can be added, I think.
