Question / Help Viewing my own stream and it constantly buffers

Hey guys im new on here and i have been trying to stream for about a week. The problem im having is i cant seem to get my stream to run smoothly i have been trying to stream cs go i have put my bitrate as low as 800 and it still buffers every 1-2min.

My rig
8gb ddr3 ram
I5 3570k
7970 GPU

so when im streaming and it is buffering for me it might not be buffering for other people ? i have my down scale set to 720p and 30fps at 1000 bitrate and still it buffers i have tried changing server but nothing :(
