Videotape to Desktop PC help!

I am converting our old 8mm videos from videotapes to PC. Is it possible to increase the video's size to fill the PC screen as currently the PC screen display is less than 50%.

I think you can achieve this by importing into any video editing software and set the render out as 1080 16:9, but if the quality isn't that good then the video wouldn't look good.

In the video editor , you can get rid of the side bars if you expand the top and bottom of the screen. Many 4x3 videos are done that way to make it fill the screen better.
