It will just be a black screen. The video works outside of sony vegas, but other videos work fine in sony vegas. My fps is set to 15, encoder is x264, and file is saved as mp4. replay buffer is flv, does that matter?

Vegas can't deal with flv files, doesn't like mp3 audio and the video files need to be saved with Constant Frame Rate set to on / yes / enabled. Those are the typical problems.

is "Use CFR" with a checkbox in advanced settings constant frame rate? I do have that checked.

Yeah that's it. Post a 1-5 minute file that won't work in Vegas on a filesharing site so we can download it and try it ourselves. Also post the OBS log file generated when you create that file.

Downloaded the .mp4, and you're using MP3 audio instead of AAC. That's why Vegas doesn't like it.

Go to Settings > Encoding > Audio Encoding > Codec. And change it back to the default of "AAC".

thanks so much, that fixed it :D Is there anyway to disable audio recording though? I don't need it, my videos are 10 hours so I would like to reduce the file size as much as I can.And yes I know the bitrate is too high, I'm just trying to find the sweetspot.

Can't actually see a way to disable the audio entirely... don't think this has ever come up before. Anyways, you can just set it to mono instead of stereo and the least amount of bitrate to minimize how much space the audio takes up.
