You're upscaling, that's going to make things blurry.

1: video settings reset:
16:43:44.931: base resolution: 1366x768
16:43:44.931: output resolution: 1920x1080

16:45:46.364: [jim-nvenc: 'recording_h264'] settings:
16:45:46.364: rate_control: CBR
16:45:46.364: bitrate: 70000
16:45:46.364: cqp: 20


Don't use CBR for recording. Use CQP and a value between 15 (high quality) and 23 (good quality) or simple output mode and Indistinguishable Quality, Large File Size.

So what base resolution/output resolution should be? my monitor resolution is 1366x768, i can't run 1920x1080

1366x768. You can then output that or another resolution with the same aspect ratio.

There's little point in you outputting a resolution that is higher than your canvas. It will make the image appear blurrier.
