Question / Help Video very choppy/laggy

So I have a problem (basically what the title says) where my video is very laggy when I record. It is not laggy in-game, but rather in the file OBS makes.

Example: https://www.youtube.com/watch?v=2-nkuQplOww&t=3s
You can see that on the title screen the game is not lagging but in the actual game there is lag.

After looking around the forums for some help, I adjusted some settings such as:
60 -> 30 fps
veryfast -> ultrafast
H264 (AMD) -> x264

and I get even worse framerates.
https://www.youtube.com/watch?v=z4qPYj2qvkw

In OBS, it says I am using only ~14% of my CPU, so I don't think that CPU usage is a problem.

Here is my log files:
My logs were too long so I posted them to pastebin

and nothing is working, please help

Update to current (20.0.1 as of this post)
Switch your renderer back to Direct3d
Turn OFF multi-adapter compatibility hooking in your game capture source

Your system can't handle 1080p60 with the "faster" x264 preset while also playing your game.

It does work, but now everything is super blurry/low resolitution. Is there anyway i can fix this while keeping it running at 1080p 60FPS?

Simple output mode
Indistinguishable recording quality
FLV format (there are precisely ZERO good reasons to save directly to mp4)
Software low cpu use encoder

Solution to that: File-> Remux recordings.

Like I said, ZERO good reasons to save directly to mp4.

intel i5 7600
