Video stutters in Stream and onboard

Hi, I try to get better Streams on Twitch with OBS. Tried a lot.
I got up to CBR Bitrate: 6000 kbs, Keyframintervall 2
Stuttering until i got down to 2000 kbs, that was ok for last weeks Stream

Then i wanted to use OBS as a video record for eg: Tiktok...
Same settings in "Output" .mkv as "Stream" ... began with 6000 kbs and as a surprise i got hard stuttering, too.
Not a WLan problem?
With 2400 kbs it was better but is my PC that bad?

Please help me, what Logs do you need? Latest 2 OBS Logs, just changed the kbs...

first resolution: 1920x1080 to 1536x864 why? use 1280x720, 640x360
second fps why 60, use 30
old graphics card build in processor
run obs as administrator

Thanks, i have plan what all that numbers really mean.
I'll try your suggestions.
PC is made of components 2020 but Graphiccard is older.
Which one would you suggest to buy? about 50-100,-
I just want to get a good perfomance by one webcam live Music Streaming. No gaming

Oh sorry, the CPU has an integrated Graficcard "Radeon Vega Graphics 4x 3.60 GHz"
Built in 2020
Update: Wlan upload Speed is 11.000 k/bits... so 6000 would be fine if possible

Please let me learn. I want to upgrade my PC with graphic card and monitor. Can i disable the built in graphiccard and install another?
