Video stuttering when watch playback

Hello, for a long time, when I bought a computer six months ago, I have a problem with movies in obs.
Each video I have recorded, regardless of the resolution, is lagging on playback.

PC SPEC:
• Graphics card » MSI RTX 2070 Super Gaming X Trio
• Procesor » AMD Ryzen 5 3600
• Ram » Corsair 16GB(2x8GB) 3600MHz CL18 Vengeance RGB Pro
• Drive » Samsung 500GB M.2 PCIe NVMe 970 EVO Plus
• Motherboard » MSI B450 TOMAHAWK MAX

and dont use mp4 use mkv, mp4 is not save if the recording would interuppted

still stutter, changed everything without windows
I think these settings are not that hard to handle

also from what I know 1080p at 360 fps should also be achievable for my computer because others with worse computers normally record minecraft in such settings

I have been wanting to record minecraft videos but whenever I do it is very laggy can anyone help me

specs:
• processor: Silver N5030
• graphics card: intel(r) uhd graphics 605
•ram: 4.00 GB
