I recorded a video of an artwork that I created, when I went to play it back it is super small and does not fill the whole screen when expanded. What did I do wrong?

Then you at least did something, otherwise you wouldn't have a recording. ;) Please note that we're not blaming you in any way, just asking to describe in more detail what you did in order to being able to help you.
What kind of camera did you use? How did you connect it? Via usb, hdmi, some other connection device?
What resolution (or multiple resolutions) can your camera send through that connection?
The video only covers a small part of the screen. Something like this or much larger or smaller?
Within OBS Studio you added a source. When you select it and look at Properties, does it provide any information about resolution?
When you select the source, do you see any red borders around it (with 8 little squares at the corners and at the sides)? Do you have any black parts outside your video but within the red borders?
Going to Settings, Video: which values are selected at Base (Canvas) Resolution and Output (Scaled) Resolution?
Could you make a recording with OBS and share the log file of that session?

Yes! This is exactly what I am talking about. I record a video, the output is small like this and doesn't fill the whole screen. I have checked the resolution and tried different resolutions for output and canvas. If this is how all recorded videos display, what is the point? You cannot see any detail it is so small. I am trying to record art videos and I need a full screen recording not a tiny window. I am using a 1080p 4k usb webcam and my phone camera broadcast to the computer through web cam app.

Which camera do you use for this? The webcam or the phone?
Do you see a red border around the camera output with little red squares?
If so, you can move the source by dragging it with your mouse holding one of the borders and resize it by dragging one of the squares.
You can also right click the source, Transform and pick one of the options.
If you do not see the red border, please make sure that the source is unlocked. Click the lock icon next to it.
