Bug Report Video shakes while streaming

i dont know if this is the correct section to post this in, so sorry in advance if its not. but i do think it is a bug..
ive been streaming casually for the past week or so now, with no problems. however today i realized there was an update for obs, so i downloaded it. i went to go stream and i realized the video was shaking every 5-10 seconds. this does not happen on my screen within the obs app, but when i went to my twitch channel it was doing it.

you can see at the beginning of the clip a little, and a lot toward the end.
Thoughts?

well this wasnt happening literally hours before I had updated obs. I streamed just before i updated the app, and after it updated I streamed again and now its doing it

bump. to add more context to my issue, the screen does NOT shake on the obs app itself, but it shakes on twitch for some reason. also, it was not messing up until i updated obs.
