Question / Help video setting problem

so my native monitor is 1280 x 1024 and im using custom resolution of 1600 x 1200 set up on obs which i down-scaled to
800 x 600 lanczos 60 fps. picture looks great when nothing is moving around and able to read text but when i start moving around picture get distorted very badly. everything becomes unreadable and pixelated.

i tried numerous other video setting and downscaled from this website http://en.wikipedia.org/wiki/List_of_common_resolutions but the other settings makes my in-game text are unreadable like elsword or league of legend. so far 800 x 600 is best with readable text and picture when NOT MOVING around but it get pixelated when moving around a lot and then evertying becomes unreadable

anyone know or recommend video setting for good quality? i'm trying to find the right setting to make it look as good as when nothing is moving around given with the low upload speed i have. should i lower the resolution to like 240p or 320p or something like that?

comp spec:
i7 4770k 3.5ghz
gtx 550ti 1gb
8gb ram
win 7
1280 x 1024 native montior
0.71 Mbps upload speed

That is too high of a resolution and bit rate for 425kbps. I recommend downscaling by 1.50 and lowering the fps to 25.
