Question / Help Video output low Problem please help

Hello guyz i just got this problem from nowhere i didnt change any settings on my streaming pc nor gaming Internet connection is fine but for some reason i get this lag

just tryed to stream from my gaming pc there is no problem at all sems like my streaming pc is something wrong is posible something is with windows 10 ?
