"Video output is currently active." Cannot change video output or resolutions settings!

I'm at a loss here. I've read multiple forums and watched various youtube videos and after deactivating any plugins I had active, (Advanced Scene Switcher being the only one,) I still cannot change any of the settings. I still show the message "Video output is currently active. Please turn off any outputs to change video settings." I have also uninstalled the virtual camera. Many of the suggestions mentioned removing the NDI option, but I do not have any NDI option under tools or in my files. I have also disabled the "Enhanced Broadcasting" setting in my Stream settings. How can I find out what is causing the issue?

If you have some plugin installed and you see something in the preview of the "plugin" then likely you already running an output.
If you want to know what output is active right now then you may try to make custom .lua script and run it as described here:
