Question / Help Video lagging

So, i don't know how to start, but i want to know why i have lag in my videos.
My rig is pretty good: i5 6600k, gtx750ti 4gb (i want to upgrade it to gtx1070).
I setup the obs with help from other people who have pc worse than me. They can stream/ record with 60+ fps. Can you help me with settings? I want to stream/record games (most of them is fps) with 60fps and full hd.

I tried that settings and i have lag. I don't know why i have problems with win10. On windows7 i don't have this problems.

for recording use ICQ mode with default value of 23 or you can go to around 20

and universal cooking recipe

1. 60 desktop refresh
2. 60 or 30 in obs
3. 60 in game if there is switch for it (like bf3, bf4, overwatch)
4. vsync in game on
(replace with 59,94 and 29,97 for 59,94 display like hdmi tv)
with 144hz monitor its fastest and most reliable to sacrifice 144 and follow 1,2,3,4

Downscale resolution and reduce FPS for streaming. Use the hardware encoders available to you for recording.
