I mean video is choppy. It's not smooth. During live preview and stream. Lag is the best way I can explain.
Do yourself a favor and don't use the term lag to describe jitter in a stream.
- Lag refers to delay
- Jitter is the common technical term referring to unevenness (be that in bitrate, lag, throughput, etc)

However, as a quick starting point, try recording, not streaming. If that is choppy, then your PC isn't up to the task (hardware or possibly software state including OS), or your OBS settings are wrong. If you can record fine, and stream fails, then Internet uplink first place to research. But you indicated Preview was choppy, so most likely you are asking more of your computer than it can do
Realize Video encoding for rendering/streaming can be very demanding on a computer.
