Don't bump your thread so fast. Give people time to respond. If you need help faster, you can come to the chat room.

And alincupunct is right that your recording settings are too high. You have a lot of late and duplicated frames, and your hardware can't handle recording with x264 at that high of quality. And your current quality settings will generate a pretty bad-quality video, too.

If you're only recording locally, you should follow this guide instead: viewtopic.php?f=18&t=2972
 
that's true. what is happening here, is that your CPU can't encode the video fast enough. you need to either drom the framerate to 30FPS, or downscale the resolution. since youtube would chop the framerate to 30FPS anyways, I suggest you try that first.
in any case, AFAIK, there is not a CPU yet made that can stream a high-action game like warframe at even 1080p, 60fps, 3000kbps, let alone 1200p, on the same computer as the game is running. might be a dedicated stream PC setup that can do it, but that is an entirely different story.

aside from that, looking at the video, your bitrate is about the bare minimum for 1080p, for 1200p, i'd run more like 3500kbps or higher, if you're recording.
that said, I haven't monkeyed with my bitrate in a while, I just leave it at 3500kbps, as I just do twitch streaming.

Use the guide dodgepong linked to make high quality local recordings. The settings aren't appropriate for live streaming, but are very good for generating high quality (and larger sized) local files. As the guide explains, using a vbv-bufsize value of 0 removes the encoder's bitrate restrictions entirely, so it won't matter what value you use for vbv-bitrate.
