Question / Help Video in preview and stream stuttering

I have gone through several guides to setup OBS with my Elgato HD60 Pro. I noticed that when previewing the stream or streaming the video will stutter. I have tried just about everything I can think of. Can someone please take a look and see what could possibly be causing this? I appreciate it.
