try these 3 first.
Update OBS
Run OBS as Admin
Turn off Game DVR

Also
35.% Rendering Lag - Cap ingame FPS (vsync / Frame Rate Limiter)
46.% Encoding Lag - CPU Overload - Reduce encoding settings - CQP 16 to 18-20

Don't run multiple capture sources in the same scene. (Game / Window and Display), Run seperate scenes for each on their own.

You're running mismatched sample rates. OBS is running at 44hz, your Realtek / Tonor Mic are running at 48hz)

to change cqp 16 to 18-20 i should turn on advanced output mode right?

sry im an amateur to this stuff

CQP is your rendering RATE Control
Settings > Output > Recording

CQP 20 is the default, start with that and begin lowering it till you see rendering / encoding lag.
with the below settings

Keyframe: 0
Preset: Quality
Profile: High
Look-Ahead (unticked)
Psycho VT: Ticked
MB Frames: 2

Though in all honesty, never favoured CQP, always prefer VBR with min 40,000 max 50,000
For streaming, CBR 3500 - 6000 (depending on your total upload speed & to which platform you're streaming too, YT / Twitch etc)
