Question / Help Video Freezes while attempting to Record

When I hit my recording key it loads the first frame and then freezes from that point

Your hardware isn't really suitable for running OBS, sorry. The CPU is extremely underpowered and the GPU is forcing OBS to fall back into compatibility mode.
