Question / Help Video freeze between PS4-elgato-OBS

Disclaimer, i'm new to everything streaming/elgato/obs. In obs, the video coming from the ps4 (through elgato HD60s) will freeze for half a second then immediately catch back up. This is a constant freeze every 2-3 seconds. Doesnt matter if im streaming or just watching the "preview" in obs. I have googled for the last few hours, trying different suggestions, bitrate, FPS adjustments, resolution, ect. Nothing has worked. Obs is showing cpu usage at 10%.

Any help is appreciated.

My specs:

Windows 10 64bit
i7 6700K
16g ram
GTX 1080
elgato HD60s
blue yeti
logitech 922

bump for vision!

I've tried the following, and maybe more:
-Checked all cables, known good components; issue persists
-Inside OBS Studio, Properties for Game Capture Device, Chose "Device Default" for ResolutionType/FPS
-" " " " " " " ", Chose "Custom" for Resolution Type FPS, with 1920x1080, 1280x720, 30fps, 60fps, EVERY iteration of these four values
-Changed "Audio Output Mode" to (DirectSound) and (Waveout), again, with each iteration of Resolution/FPS mentioned above ^
-Inside the OBS Studio > Properties for Capture Device > "Configure Video" button, switched between Resolution options (1080p & 720p), both with 30 and then 60 fps.
-Inside the OBS Studio > Properties for Capture Device > "Configure Video" button, switched between PS4 and Other options for input device


At first, I thought it was a network/stream issue, but like OP, the freeze happens even when simply previewing in the OBS Studio canvas.

PLEASE PLEASE PLEASE
if anyone has any insight, feedback, or possible next steps...we would appreciate it greatly!
