Is there a custom x264 code to allow/force lanczos filter on a 480p downscale?

I see that the video filter option stops after 960 x 540 and I would love to be able to sharpen up my video quality in 480p by adding a filter.

Tech info:

Base res - 1920x1080
CPU - i5 2320@3.4Ghz
Ram - 8 Gb Corsair V
Gpu - MSI 770 Lightning
