Question / Help Video encoder is stuck on x264, anyway I can make it use my graphics card?

This is my first time posting on a thread or any type of threads if I'm honest, but I'll attempt to be active. I also ramble a lot, so I'll put a TL;DR at the bottom if you don't feel like reading all of this, also don't judge if there are grammar mistakes, it's not that I don't speak English or anything, I just suck at it. I'll get to the point, every time I try to record with OBS Studio it runs at like 4 frames a second. I don't really know actually, I don't document that kind of stuff, but you get the point the framerate drops by a lot. I did some research and I concluded that it's because of my encoder that I'm using for recording. I was using x264 and saw some videos and apparently that's your processor, but for whatever reason, I couldn't use any other options. Apparently, there are supposed to be others, but I can't seem to find any. My only option is x264, I have an image attached if for whatever reason you don't know what that looks like. I just stopped caring and gave up then did other things to try and make my framerate better like dropping resolution and changing other minor settings but nothing worked. It literally ran Roblox at 10 frames when I tried to record. I didn't test out streaming, since I didn't think it would help and I don't want to stream. What's weird is that the encoder would be fine on Chrome. Like I'd be on the internet just completely fine, but the second I click on a .exe or game it starts having problems, and my frames immediately drop. The game could be in the background of my PC and it's fine but the second it's an active window than bam, lost my frames. I eventually just wanted to fix it, so I downloaded the AMD encoder thing, by the way, I have an AMD card, all my graphics will be at the bottom and stuff. So yeah, I did all that stuff, but it didn't work. Nothing worked, I was getting pretty frustrated and even went into my AMD Radeon settings and computer settings and followed a million YouTube tutorials, nothing seemed to work at all. I would just like to know if any option other than x264 is available for my computer. Here's a TL;DR and my graphics card, if anyone needs more information feel free to ask for it. Also, ask any questions, I just want to know if this works with the encoder and everything.

Graphics card: AMD Radeon (TM) R7 200 Series Graphics
I just copied what I saw, I don't know how computers work if that's not a graphic card then well, that's embarrassing.

TL;DR: Encoding options only give me x264, which preforms really bad. Encoding plugins, different settings and such don't seem to let my graphics card encode anything, is my graphics card obsolete, I know it's old but is it just unusable for encoding or can I use it in a way, but I just don't know. I would just like that answer, the image attached shows my encoding setting options.
