Question / Help Video dropping frames and laggy

So I'm trying to figure out why when I local record the video comes out laggy and when I look at OBS (not the game) it jumps from 34- 20 fps my settings are:

Encoder: x264 on
Use CBR on
Quality balance 10
Max bit rate 1000
Enable CBR Padding on
Use Custom Buffer On
Buffer Size 0
Base Res. 1080p
Res Downscale 720p
Filter Bilinear
FPS 60
I have windows 10 so no option to disable Aero
x264 Preset Verfast
Encoding profile High
Use cfr on
cfr= 15

My PC specs
I7 4790k
16gb 1600mhz
no GPU yet

games im trying to record are minecraft and CSGO

You didn't follow the guide

1> CFR needs to be off
2> custom x264 paramater needs to be "crf=15" not "cfr= 15"
