Video Choppy

So for the past days I have been trying to get back into streaming but my video is pretty choppy. I had this problem before about 8 months ago when I first started streaming but cant remember how I went about fixing it. I'm running the Xbox Series S through a Elgato HD60 S+ Capture card onto my laptop running OBS studio. I have been watching several youtube videos the past few days and no matter what I try, I cant get the video to stop being choppy. Its choppy in the OBS window, during stream, & after recording. So far the only thing I have found to work is to go into my settings in Xbox and turn the resolution down to 720p but it looks terrible and I would really love to find a solution to being able to play in 1080p on my Xbox.

Your log contains no recording or streaming session. Results of this log analysis are limited. Please post a link to a clean log file.
To make a clean log file, please follow these steps:

1) Restart OBS.
2) Start your stream/recording for about 30 seconds. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc.
3) Stop your stream/recording.
4) Select Help > Log Files > Upload Current Log File. Send that link via this troubleshooting tool or whichever support chat you are using.
 
1.- Turn on Windows Game Mode
2.- Run OBS as admin.

According to the log the video you recorded should be fine.
Try usnif the Auto-configuration Wizard (tools menu) and apply the recommended settings.

For recording, unless you need something specific, use simple mode and select one of the presets. But you can't use the best qualities.
For streaming, same thing. As you have an (now) old computer, test a lot the qualities you use and the kbps you try to use. I think you should be good under 3500kbps.
If you want more, you need 8Gb more of RAM.

Finally, win11 may not be the best OS in this situation.
