Video choppy and bad quality

I have tried every combination possible.
Specs : Ryzen 5 5600x 6 core
Nvidia Rtx 3060 12gb
16gb of ram.
Anybody know any settings that could fix the choppyness. I tried the bitrate/wifi connection fix. My upload speed is around 5.67mbits/s so i set my bitrate at around 4400 kbps still was choppy. I have vsync on and tried with it off, on a 1440 monitor. Setting at 1280x720 and tried 1080p as well. still didnt work. I know for a fact my cpu and gpu are not struggling. the game i am trying to just record is rainbow six siege. pls help :0

Tools > Auto-Configuration Wizard. Once it is done, do not change anything. Close OBS and re-open it. If still having issues then

I already tried this, and tried making a new profile and everything.

1. The Hardware-accelerated GPU scheduling ("HAGS") feature Windows is currently known to cause performance and capture issues with OBS, games and overlay tools. It's an experimental feature and we recommend disabling it via these instructions.
2. Having the YUV Color range set to "Full" will cause playback issues in certain browsers and on various video platforms. Shadows, highlights and color will look off. In OBS, go to "Settings -> Advanced" and set "YUV Color Range" back to "Limited".

I highly doubt the Auto-Configuration Wizard set CBR 4400 for 1920x1080 60 FPS because when I ran it for recording 1920x1080 60 FPS, it went to Simple Mode with Recording Quality: High Quality, Medium File Size.

Tools > Auto-Configuration Wizard. Once it is done, do not change anything. Close OBS and re-open it. Post a new log of that result.

If you need HAGS for the game to run better then you need to lower the graphic settings on the game

Haha! I have everything on low, its not anything to do with my graphics settings. I used to stream the game and it was perfectly fine. But now it cant even record properly.

Then you don't need HAGS at all.
Please test it as required. You may want to test it streaming if that's the issue, not only recording.
I tried streaming it, stream was amazing quality and no lagging or chopping. I turned of HAGS still didnt solve the issue. I tried using software for my cpu to be used more, but it was decent for a sec but then went back downhill. I used slower setting and then the encoder got overclocked or sum. So i was trying to mess with settings. I was gonna put the log, but got off for the night. Will drop the log tomorrow, i cant seem to find the issue.
