Bug Report Video Capture Device Doesnt work anymore

When i add Video capture Device in OBS studio my Logitech cam doesnt open.
i tried the resolusion fixxes and still nothing
i changed cameras usb ports still nothing.
I tried OBS Classic and it works just fine . I now work on OBS 20.0.1 (64bit, windows)

Any help to fix this?

Which antivirus software was the problem?

Bitdifender Total security 17-18 , has a special feature that blocks access to webcams. It turned on with some update and blocked OBS.
