When I add a Video Capture Device to Sources it will also appear in the audio mixer though non-functional. What's the purpose of it?

The video capture device interface of Windows supports an audio channel along with the video channel, and many webcam devices have a mic built in and are transferring audio data along with the video data. So OBS supports this and will add an audio source for it. If your device doesn't support audio, mute it in the mixer window and/or uncheck every track for it in Edit->Advanced audio properties.

Which remains silent. Is it a bug? If I want to use my webcam mic I add it through Settings --> Audio and it will appear as "Mic/Aux 2" but the indicator for the "ahdjkfl" never moves.

In the OBS property page of the webcam source are a few audio-related settings at the bottom. Try some variations, perhaps one setting will make the OBS-internal audio source active. Unfortunately, I am unable to test this myself, since I don't have a webcam at the moment.
