It's unclear what you are trying to do. Are you trying to use your capture device in both AmaRecTV and OBS, or are you using AmaRecTV's Live passthrough to forward the capture card feed to OBS?
If you are trying to use it in both, that will not work, DirectShow only allows one application to use a single device at a time.
If you are trying to use AmaRecTV's Live passthrough, it only works in the 32-bit version of OBS, since the virtual device does not have a 64-bit interface.

Alright, well, that should definitely work. First, please make sure that you actually have Live output enabled ("Graph 3 (Live)" in AmaRecTV's settings, then check your configuration there (frame rate, resolution) and make sure that you are matching those settings in OBS, and not the default 512x384 or whatever it is for the AmaRevTV no signal screen.
