Question / Help Video and audio out of sync

Yesterday I tested several times to get consistent audio/video sync. I'm streaming on Facebook live. I use the following setup. Today when I streamed, the sync was off.

Equipment:

• Dell Inspiron 5735, AMD a10-5745
• 8GB memory
• Logitech HD Webcam C615
• Steinberg UR 22 Input Device (for my rode NT-1 condenser mic)

Some settings I played with - perhaps in error:
I was getting a lot of halting video prior to these changes.

• Base resolution: 1280 x 720
• Resolution downscale: 2.00 (640x360)
• FPS 20
• Audio: (microphone/auxiliary): disable
• Encoding: x264, use CBR, enabled CBR padding
• Max Bitrate: 1000
• Advanced: Force Desk audio to use video timestamps (??)
  I'm unsure about this one.

In my video capture device, I set the audio input device to use the Steinberg unit. I also set "output audio to stream" and based on test yesterday, set the audio sync to 5 milliseconds.

I've included a log file as well. There are settings I am unsure and wonder what optimal settings should be to avoid this?
