Question / Help Very random stream stutters with no dropped frames- 720fps 60fps

So I just recently got a new GPU - GTX 960 4gb and was introduced to the world of 60fps streaming.
Ever since I've been streaming CSGO with this setup I'd get very random stutters in my stream that are pretty visible in my VOD and OBS would show no sign of dropped frames. These stutters would be a few minutes apart. Some help would be greatly appreciated! :D
