Very random OBS dropped frames.

Please guys, for my own sanity I could use some help. I streamed for two weeks, 4 to 5 days each week with no problems at all. Very good connection. 0 dropped frames. All of a sudden I've been getting major dropped frames for the past week. Sometimes Ill have 0 dropped frames for a few or couple hours. Then heavy dropped frames for 5 to 30 minutes or more before it goes back to normal. Sometimes I'm dropping frames right out of the gate. I'm pushing a 1080p 60 fps, 6000 bitrate stream. So pretty moderate I think. I have a gaming PC and a Streaming PC so the workload is split. On my streaming PC I encode with my CPU. Encoding with my GPU has the same results anyway. I'm not overworking my CPU, the performance sits below 50% while streaming and encoding. I just dont understand it. I've tried lowering my bitrate. reinstalled my network adapter driver. I've called my ISP, no problems there. Even had a tech come to my home. I've used twitch test to find the best server. I've tried switching twitch servers. Could someone take a look at my log?
