Question / Help Very Pixel and Lagging Stream

Hello all,
I have the Problem that i wanted to Stream Rocket League from OBS. But whenever i tried it my Ingame Frames dropped between 20-50 and the Stream was lagging too.
My Setup:
Nvidia GTX 970
8GB Ram
Intel Core i5 4x3,5 GHz
Upload 5MB
Download 200MB
Note: I want to stream in 60 Frames 1920x1080 Reselution

Can u pls try to Explain it Easy, because im not really well with this Options

Your CPU is insufficient for 1080p@60fps livestreaming. You will need an i7-5820k or i7-6700k. i5s run out of gas after 720p@30fps (sometimes 60fps, with a lower motion game or good OS optimization).

Streaming to Twitch, you can't. 1080@60 needs 5000kbps+ bitrate, and that's not going to be watchable unless you are a Partnered caster.

Streaming to YouTube, you will need a better upstream connection, preferably 7000-10000kbps in addition to improving your CPU.

Simply put, you can't stream 1080@60 for a few reasons.
Scale things back. 720p@30fps, 2000kbps bitrate to Twitch is the 'golden point' for non-partnered casters.
