Can I use the software to embed in a web site and broadcast live ip camera stream?

to unlimited number of end users.


if so, haw complicated is it?

OBS only handles the encoding and streaming parts. You would need an IP camera that can be used with OBS, an RTMP server to receive the stream, a website to host a page, a player app like Jwplayer to play back the stream, and enough bandwidth (which depends on the bitrate you set in OBS) for the server to send the stream out to however many users plan to watch. How difficult all of that is will depend on you.

We're happy to help with OBS questions/settings and have starter guides to setting up an nginx RTMP server but you will need to look up your own resources for the rest.
