Very bad video quality - need help

Windows 10 64-bit

I'm starting by saying that I'm new to these things and I know that my pc it's not that good for streaming so I tried to test the option of streaming games by capturing my Xbox Series S with the Elgato but with bad results.

I get the same thing if I start recording a game that doesn't require high image quality from my pc.

For recording I used mkv recording format and the same video encoder as in the streaming settings.

I thought about upgrading my GPU with a MSI GeForce GTX 1660 SUPER VENTUS XS OC 6GB GDDR6 or GTX 1660 Ti Ventus XS OC 6GB GDDR6 and get a proper power supply but I don't know if this is the solution nor if it's enough just to get a decent stream experience.

Don't upgrade anything. Get a new computer. Every upgrade for this 10 year old hardware is wasted money, it's better invested in current computer hardware instead.

Do your recording not with the CBR rate control but instead with CFR and CFR value of about 23. If you must use CBR, increase the bitrate to at least 8000 if you record 1920x1080.

Your iGPU should support Quicksync, if the mainboard also supports it. Try to change the encoder from x264 to the Quicksync/QSV hardware encoder. It might be necessary to activate multi GPU support in your Bios and allow the automated install of an Intel graphics driver through Windows update.

I never could get any decent traction after 27 with my 6700k, that's why I recommend it for the older systems. Lots of testing with it, just got to make sure the latest driver is installed.
