Question / Help very bad stream quality.

No output session in the log. For a log to be useful for troubleshooting purposes, it needs to contain a complete output session (started and stopped, with the issue observed in the interim.

17:04:48.555: YUV mode: 709/Full

This should be 709/Partial and not 709/Full. This setting will degrade quality for most users (washed out color).

That said depending on your content with a 1080 you may be well served by choosing between 720p60 and 1080p30. 1080p60 on a single PC setup is challenging, depending on the content.

No rendering or encoding lag.

3500 is a bit low for 720p60 using NVENC. If you can increase to 4500 or the usual max for non-partnered Twitch, 6000, you should see an improvement.

That and change the color setting to 709/Partial.

wow, thank you very much stream is better now, and i want to ask if it is better screen capture, window capture or game capture? and possibly what would be the best OBS setup for my PC, thank you.

the usual max is 8200 for twitch so setting it to 8000 is good, 6000 is just the recommend because there were some big companies which streamed with vbv based encodes instead of cbr, so they have some room to work with.

Game capture is most performant.

Window capture will let you capture a particular window if game capture does not work.

Display capture is last resort.

Try the Auto-Configuration Wizard in the Tools menu for some basic questions and suggested settings.
