Edited for clarity:

This issue exists for varying reasons, but mostly it seems that despite having DX11 installed an fully updated, an being mislead to believe it's backwards compatible.. causes problems.

The solution in this case was to run the online DX tool the forum provides here. It installs either DX9 or it's varying components in such a way to resolve this issue more than likely.

No one else seems to weigh in on this once resolved.. I felt it necessary to adjust this. I will take the time to say thanks to the many who work here an take time to read "dumb bs like this", some of it is user fault/error.

This seems for now to be just such a case, I will be monitoring it carefully & updating accordingly.
If I never get back to this thread.. consider it resolved an that this IS the method to correct most of this specific issue, in the event someone new has come across this.
