Question / Help Varying frame rate?

Hi so heres my specs -
i5 3570 3.4/3.8 turbo boost
evga gtx 660ti
p8z77- v lk motherboard
8 gigs 1600 mhz RAM

so when i stream something like csgo and i tab out my frames at like between 45-60 while streaming at 60. then it goes back up for awhile until i got bak in game. does this mean i cant stream in 60 fps?

This is normal if you're tabbing out. It seems to be especially obvious in Source games.

I mean, it shouldn't be a problem unless your VOD looks choppy. Do note that, again, especially with Source games, every time you tab out it will likely translate to momentary choppiness on your stream.

If you have 2 monitors, you can put OBS in the 2nd monitor and watch the FPS meter.
