is there a way to install the Ut Video Codec Pack and enable us to use it for local recording?

No, the only codec supported is x264. While using different codecs for recording will most likely be supported in the rewrite of OBS, a codec pack such as the "Ut Video Codec Pack" (I can not be bothered to look up exactly what it is) is most likely not going to be one of the specific options available.
