So I have a windows tablet with Mini HDMI out that I want to capture and use as a source in OBS. I've never done this before with a windows machine but should I just be able to use a normal HDMI capture card?

Yes, you should just be able to use any HDMI capture card and add the capture card as a video capture source in your scene in OBS. (Some however are weird and won't accept certain inputs, so try asking the manufacturer if it will accept tablet input.)
But obviously, just make sure you have a device that fits your need for quality and isn't too expensive for your budget. ;)

(Be aware that most capture cards have a considerable delay, so be prepared to have to add a delay to things like webcams and microphones so that everything is in sinc.)

Thanks for the advice ☺️ The webcam/mics won't need to be super in sync, as long as it's not more than like a full second delay it should be fine, it's going to be used for analysts to annotate live over a replay, I'll be sure to test out the delay though.
